The pet urine reacts with, and disolves, the aluminum fins on the outdoor unit. You should be able to see the damage very easily. But even with this damage the unit should still run, but just less efficiently than normal. If the damage is on less than 10% or so, of the outdoor unit, and the unti still runs okay, then you shouldn’t have a problem. I have seen a unit with over 25% of the fins missing because of this very problem, and the unit worked fine, but not very efficiently. The customer decided he was okay with the higher electric bills and kept the unit.

Your tech is telling you the truth. And As 1 myself I would tell a customer almost the same thing I would tell them this is what is wrong with the unit and we could 2 things replace it or keep it and tell you the pros and cons of both.
but I can say out of 20yrs doing this kinda work I have seen 2 Units Ruined from Pet Urine. It looked like someone put acid on it. And you could see the damage on these units as you should be able to see it on yours.
No Matter what you do you need to keep the dogs away from the unit a fence or something. And if they do get to it hose it off with water asap. There is stuff you could buy at the pet store that you can spray and put on the ground to keep them away from the unit.
